Auto Turn On - Filter Keys - Sticky Keys

Dell Laptop with Windows 8.1

 

 

Problem: keyboard does not work (a..z,0..9), function keys work

 

 

I have unchecked Filter Keys and Sticky Keys under Ease of Use but every time I reboot my laptop the keyboard (a..z, 0..9) is unusable until I checked these off. I can use the function keys on the keyboard.

 

 

How can I permanently turn these off so my keyboard works when I turn it on?
