Installer Error (FFXIV)

Hey there, i wanted to ask about this strange message that i got when i tried to install Final Fantasy XIV from the installer that i downloaded, and it prevent me from installing the game. i got this Installer from their official website and currently i am using a windows 8 on my PC

Here is the message that i got:

I already tried to trouble shoot it and it reccomends to use Windows XP when launching the Installer but it just won't work.

fyi the installer told me to download direct X 9.0c or higher, so i downloaded the latest

Please help.
