How do I give a program permission to run automatically?

I have a program installed that seems to want to modify the system each time it starts. The Administrator needs to allow the program to make changes. I have to allow it to make changes to the computer every time I log in as an administrator, and if a Standard User logs in, an Administrator needs to be there to allow the program to modify the computer.

I have tried setting UAC to Never Alert. This is bad for two reasons: any other bad program can do what it wants and I'll never know, and if you set it to Never Alert, Standard Users are denied by default.

How can I tell Windows 7 to ALWAYS ALLOW program X to run without granting permissions?

Is there a flag somewhere for this program that tells Windows "Allow this program to do whatever it wants no matter what type of user is on?"

I want this program to run automatically, no matter what type of user is on, with no permissions needed.
