when your cursor stops at certain field in ERP , it shows the property

I am using windows XP and kind of ERP in my laptop. there are certain fields in my ERP such as cost and price, when the cursor stops at these fields, it shows the property such as date and time of last change, user name who performed the change. not long ago, this function worked great, then after the function disappeared but restarted my laptop can resume the function. now the function disappeared completely for weeks. I believe this is some function from windows XP, what is the function name and how to fix it? Thanks
