Cannot disable wifi and cannot detect any wifi broadcast

Hi,

 

 

I'm running on windows 8 and my wifi doesn't detect any wifi signal so i tried to turn it off but as i did that it turned itself on again. Do i have a virus or malware that's causimg this problem? please help.
