Can Windows 7 license be transferred?

Hey guys,

 

I'm just wondering can a windows 7 license be transferred from one hard drive to another?

 

Basically the hard drive on my laptop failed and I have to replace it.

 

Although I think the laptop came with windows installed on it and I think I read on the forum that windows like that can't be transferred.

 

 

On another note there's a windows label on the back of the laptop with a windows product key if that makes any difference.
