Why does my pin bar keep glitching Windows 8

I guess google chrome couldn't open at first so I uninstalled it and once I did, my pin bar started to glitch...

 

I reinstalled google chrome, its working perfectly fine now, but the pin bar is still glitching with the icons such as the internet explorer. How can I fix this? Please help ASAP. It's really bothering me.
