Windows 7 hangs--partially and intermittently.

I'm not sure how to accurately describe the symptoms. My system is having a problem where it won't let me click on things or move windows around. I can always move the cursor/arrow around the screen, and I can almost always click on desktop items to open files and programs. The most frequent symptom is that I can't click on the Start button or other items in the quick launch bar or notification area. Sometimes I can't even move the arrow into the bottom portion of the screen with these items. And frequently I can't click on any options within a window or even the shutdown options on the log-in screen. On some occasions, I can't click on the "Next" button on a dialog window that opens when booting from the Windows Repair/Recovery DVD.

1. Restarting the computer will sometimes fix the problem, but usually only after multiple restarts.

 

2. I ran the memtest86+ for 20 passes with no errors

 

3. I ran WD's dlgdiag5.exe extended test on the HD with no errors

 

4. I reinstalled the whole operating system, and then things seemed to work well for a somewhat longer period only for the problem to return again (maybe after all the latest updates?), then go away, and then come back again.

 

5. In an attempt to start completely fresh, I erased my whole drive with zeros and attempted to do a completely clean re-install. The installation boot takes me to the "Install Windows" window (which asks about language and keyboard), but the bar across the top flashed blue/grey, then stayed grey, and I cannot select "Next."

 

 

Any ideas about what might be going wrong with my Windows 7?
