How do I fix runtime error 70 : Permission denied without buying any registry cleaner?

I downloaded a program and whenever I try launching it, it has the error displayed.

 

 

I'm using Windows 8 and I'm suspecting it could be due to the coding of the program that isn't compatible with Windows 8. Is that even possible?

 

 

If there's any solution for this, I deeply appreciate it! (without having to buy any registry cleaner cos I don't really trust them)
