Windows Defender- Turned Off and does not Start

Dear Experts

 

My computer was running windows defender without any problem. recently I installed 'IObit Advanced SystemCare Ultimate 7' from the internet. it turned off windows defender and I found that the above mentioned program also did not start. so I uninstalled it but I am still unable to turn windows defender on. when I go to action center, it displays a button of turning windows defender on, but nothing happens by clicking on it. I read another post which said to run command prompt as administrator and type [sc config winDefend start= "enabled"] and then [sc start winDefend] but it says "windows cannot verify the digital signature for this file. a recent hardware or software change might have installed a file that is signed incorrectly or damaged, or that might be a malicious software from an unknown source". please help me as I am running my computer without any antivirus program. my computer is windows 8.1 32-bit.
