System Restore is automatically turned off in windows 8 after reset unlike the previous resets

i have a computer running windows 8 sl preinstalled.

 

 

I have resetted the pc several times before and the system restore feature is turned on automatically.

 

 

not until I have resetted the pc last Monday when I noticed the one in the picture

 

 

I have resetted the PC several times after that and still get the same results. how can I automatically restore back the system restore feature to be turned on automatically even after resetting the PC.
