while installing the perl module Parse::CPAN::Authors

and i think that i have some issues with the prerequisit

how to get this file? can i get it via console

note i run openSUSE_13.1

some folks tell that i need this thing: ~/.cpan/CPAN/MyConfig.pm

but how ?
