How to display folder contents with Win 7 Windows Explorer?

Win 7 Windows Explorer - When I click a folder, the display pushes the folder to the bottom of the page so I CANNOT SEE WHAT IS IN THE FOLDER. I then have to scroll the display to show contents.

 

How can I reset the display to put the folder at the TOP OF THE PAGE and display contents?
