Windows Defender will not start up in Windows 8.1. It just opens System 32 folder

I have uninstalled Norton and McAfee (the latter came with my laptop).

 

 

I am trying to switch on Defender, but it just goes to the System 32 folder.

 

 

I have tried "windows feature" and trying to set it to automatic, but it just gives me error 577.

 

 

This seems to be a common problem. But no-one seems to have an answer.

 

 

Any ideas gratefully received.
