How can I tell if a language can be my display language?

I have a Surface Pro 2 in Japanese and I have spent at least a full day trying to get the da*n thing to display in English. I've added English as a language and can set the keyboard, time, currency, blah blah in English. What I CAN'T seem to do is get it to display Control Panel, Welcome Screen and messages in English. The link before I came here said "if your language can be set as the display language, you can choose it at the language screen". How can I tell???
