Windows 8 Start Tiles Not Working/Cannot Update to 8.1

I've had issues with my start tiles for months now, but ignored them because I hate the Windows 8 start menu and didn't think it was important.

 

 

Any attempts to download the update for 8.1 have failed as they all seem to require a download via the store app, which obviously isn't working.

 

 

I'd appreciate a hand if anyone thinks they know what the problem is?

 

 

Things I've tried

 

• Windows Store Apps Troubleshooter - Doesn't find anything and states it could be a device issue
  
• Device Troubleshooter - Finds issue with network adapter -> Cannot fix, reinstall unsuccesful
  
• Trying It Under Different User - Cannot create another user due to error
  
• Check Resolution - 1366 x 768 - minimum screen resolution of 1024 x 768 for Store to work
