Logging In to Free PC Help Forum Has Changed

Unable to create new user/guest user in Windows 7 64 bit home premium.

I have tried to create an new user/guest user thru Control Panel/User Accounts/Manage Another Account. When I tap Manage Another Account nothing happens. Right clicking doesn't work either. Also, Change your Account name or Type doesn't work either. Nor am I able to Change the Account settings for the Admin account. The Admin account is the only account for my pc. Can you help?
