can't open bluedevice in control panel

I have a Harmony CSR Bluetooth dongle. I can see it in my phone but I can't get into it to enter a pair code (not all zeros as usual) I open Bluetooth devices or Bluetooth settings in control panel and it opens a new blank window, hangs and then crashes explorer. I downloaded my software stack vrs 2 directly from the manufacturers website. Please help.
