Windows 7 Ultimate CPU 100% Randomly

Hi , as some people , i have problems with CPU , it goes to 100% Randomly , when i open tasks manager quick , to see which procces is causing it , i see it randomly , example System - Cpu 40 , Task manager cpu 20 , google.exe 60 etc etc

 

the task manager one is ttricky , if you end it then the task manager will close and then i cant see which procces its doing the high cpu

 

I have already checked disc for errors , used ccleaner , defragement , clean boost , optimized windowws for better performance , updated drivers , and checked for dust inside the laptop , but still its happening

 

yesterday , i did chkdsk with cmd , and it was better , in any game when cpu goes 100 , fps drops to 8-9 , after chkdsk , when cpu drops , fps went to 20-25 , which is playable and still better than 8 fps , well , then i went to BIOS and sleected default settings , but then it started like before

Before chrome was getting all cpu , i closed chrome and then explorer used 51 % and system 36%
