XP re-install stuck in Safe Mode Loop

Desktop / OS Windows XP re-installation is stuck in setup mode, but cannot complete because it's stuck in Safe Mode. Not able to use F8 key or F10. Getting setup window has started, then goes straight to Safe Mode Screen, with error: "not able to complete setup in Safe Mode." Please restart your system.

I've tried recovery disk, new XP cd, and F8 keys. No success.

Can need help.
