I can't open any programs on Windows 8 , HELP!

I had a problem with upgrading to Win 8.1 , and downloading updates, and I did the infamous /scannow fix, It worked, I could install updates, etcetera, but when I finished installing the updates, and tried to open programs in my PC IT WONT OPEN ANYTHING, some programs just don't do ****, some others just pop me that ''Blabla.exe has stopped working'' , I can't open STEAM, can't open AMD Gaming Evolved, Can't play any damn game, I CANT EVEN RESTORE MY SYSTEM I DON'T KNOW WHY, NOT EVEN THE RECOVERY **** WORKS, PLEASE, HELP.
