Windows 7 will not recognize modem or drivers after a clean install

I just did a clean install of Windows 7 home premium. Now Windows 7 will not recognize the modem or its drivers. So firstly I checked the device. manager to see what the issue is. It said "the drivers for this device is not installed (code 28)". So I went to my mother in law's home to download the drivers on a flash drive and a CD from Gateway's website. I tried installing the drivers but when it finished there was nothing. No confirmation or anything. After I thought that I had installed the drivers I rebooted my system. Upon startup I checked the device manager ag and received the same error message. so I then used the update driver option to manually direct to the drivers, it didn't work. I don't know what else to do. Any help is appreciated. Thank you.

I3 530 2.93ghz

 

The motherboard and the cpu are brand new.
