iexplorer.exe - application error

The application was unable to start correctly (0xc0000018).

Press ok to close.

This just started today.

I'm running Win 8.1 Pro x64 with all the updates.

I have an intel core2duo e6600, 8 gig ram, 6.5 tb hd with plenty of free space.

I have run the trouble shooter for ie & it could not find any problems.

I am using firefox to post this.

Has anyone else run into this problem?
