Hi to anyone that can help

since the upgrade of windows 8 i did a while , i have not been able to open any apps or the app store which didnt bother me too much because i could still open the programmes and folders i needed, however on using another laptop and getting used to using the apps and app store and also missing out on the 8.1 upgrade , i am frustratingly trying to find a way to resolve this issue . I have been through endless tutorials and online help methods with no luck . Would really be great if there was anyone from microsoft i could communicate with on this , I have sent an e mail but no reply .
