Can't update Windows 8

I would like to update Windows 8 to Windows 8.1 but each time I try from the store it tells me I need to install upgrades first. Each time I get the following message when trying to load the downloads: "Windows ran into a problem - Error Code 80070BC9. How can I overcome this error?
