Update KB2802618 keeps installing, preventing me from upgrading to 8.1

Honestly I have no idea what to do. Every time I try to update to Windows 8.1, it tells me I still have windows updates pending. So I update KB2802618, and it says it successfully installed, but when I click check for updates again, it says I still need to update KB2802618. What gives?
