XP to 8 Upgrade Asst. says download not available in my country (I'm in the US)

attempting to upgrade from XP to 8.0. only option found is to use the upgrade assistant. After running the analysis and trying to proceed to download it give the error: "Sorry, Windows 8 isn't available for online purchase in the country/region you're in."
