windows media player 12 - top and bottom of video are cut off

Using Windows Media Player 12 on Windows 7 PC I'm finding that the tops and bottoms of videos are cut off when played with WMP12. I can find no possible adjustment controls in the program. This does not change when I view in a window or full screen.

 

I use two of these PCs side by side. The older one (1.5 years older) using the same configuration (WMP12 on Windows 7) renders the video correctly.

 

How can I make the newer machine show the entire video?
