Installing tar.gz

I am using ubuntu 12.04. I am trying to install a program tar.gz.

 

I unzipped with the right mouse button the content and there are only licence file and install.pl

 

The install.pl file reads PERL.

 

How am I supposed to install this file? Or maybe the zipped file tar.gz is broken and there are too few files?

PS

I tried using 'make' but the console says that it can not find 'makefile'. As I say I only have 2 files 'install.pl' and info about licence.
