What is winspeed.dll?

On startup and when I try to open any program I get an error message.

It goes away when I click the"x", but if I open something else it will appear again.

The message is;

c:\progra~3\winspeed\winspeed.dll is either not designed to run on windows or it contains an error.

Try installing the program again using the original installation media or contact your system administrator

or the software vendor for support.

On top of the message box is the .exe file I am trying to open followed by "Bad Image'.

Can't find much about it on line, anyone know what's going on?

Is it a virus?

I have done deep root kit scans etc. and everything comes up clean.
