Disable Open Applications on Restart

This is a god awful feature. I want to know how to turn that off. It is really driving me batpoop crazy right now. I am a developer. I commonly have an "unending" list of applications open on my desk top. While it is annoying to see my computer rebooted, it is even worse to see that after I do It tries to restart them all. Computers are faster, but there's a potential there for some serious thrashing. I would call this a problem, not a feature. It's absolutely absurd to just blindly and always relaunch applications like that. Especially when it cannot realistically restore it in the exact state it was when I left it. How does one turn this thing off?
