cannot connet Bluetooth devices to laptop

I bought a new dell laptop and when i tried to connect my phone to it through Bluetooth,it doesnt even detect any device..!

and moreover there is no bluetooth turn on/off toggle under the wireless devices in the CHANGE PC SETTING.

Please help!

All the drivers are up to date! i checked twice..please.
