Blueetooth device no longer pairing after WIndows 7 bit reinstall prompted by BSOD

I had a bsod issue that I posted about on here, then I got the oem alienware/dell to mail me for free all new discs for the laptop at which point I install the os and applicable drivers and my Logitech t630 Bluetooth mouse no longer connects when I go into Bluetooth add a device, it just stays at spinning. The odd part is that when I'm at the windows repair screen where it's at a horrid resolution or on the windows reinstallation screen the mouse works....no fracking idea what that means though it's definitely not normal I'm sure

 

 

I don't know what all information is going to help so I'll post this and can respond to replies after work.
