INPUT LOCALE ON WIN 7

I have problem on Windows 7 32-bit using Input Locale.

In Croatia I use KB16 YU 852 for Input Locale definition and

that work fine when I start batch mode on Win 7 prof.

When I start 16-bit program (Clipper), in keyboard and

monitor is code page 852.

When I start some 32-bit program inside my clipper program

( command SWPRUNCMD() ) keyboard is still code page 852 ,

but monitor is not code page 852 ( I think it goes to 437 ).

That was not on WinXP and is not on Win8.

Is there any solution to solve that problem on Windows 7 ?
