A File Called "Important.exe" keeps appearing in the C: Drive

Ok so here's my problem, lately I've been encountering a file called "Important.exe" file in my C: Drive. When I ran it, the command prompt appeared for a brief amount of time (milliseconds). I'm suspecting it's a virus since my Anti-virus software (Avast) asked to send it to the team to test it. It also gave me the chance to delete it through Avast however that didn't work. So instead I opened my C: Drive, and deleted it manually with the hopes of getting rid of it, but to my surprise that did not work. Whenever I restart the computer the file again reappears.

 

 

I have been downloading hacks such as Cheat Engine and others which work perfectly for the games I use so I don't think those were scams of trying to insert viruses into my computer.

 

 

I don't know what to do? Is it a virus and if so how do I delete it permanently? I've ran a full system scan with Avast along with Malwarebytes which I've used for quite a bit, unfortunately I've had no luck so far.
