Windows Defender - can't turn it on

The directions for turning Windows Defender on do not work. Says I should click on the settings tab. There are no tabs. When I click on the Windows Defender App, I get a window that says "This app has been turned off & isn't monitoring your computer. If you're using another app for malicious or unwanted software, use Action Center to check that apps status". I checked Action Center and there is nothing there about ANY security program or app. I tried to download Microsoft Security Essentials but it would not allow because it told me that Windows Defender was already protecting my computer. But Windows Defender is turned off and I can't turn it on. So I guess my computer is not protected at all and I can't figure out how to turn on Windows Defender. ANYONE????
