i need to know if i can adjust the windows explorer in windows 2008 R2 by adding a tab called RMS to folder property

I think you must do something with rundll32 but actually I don't know how.

yes ,actually i'm in contest to do that but i don't know anything about that even i know programming

Look into findwindow api for Visual C++. It's really not that hard to do.
