Can Not Download Any Files

I am using Windows 7 and IE-11. I just migrated from a hard disk going bad to a new had disk for my C: drive (don't know if this is part of the issue or not). All of a sudden I can no longer download any files. I have no other problems that I am aware of. When I try to download anything I get to the ribbon at the bottom of the screen that asks if I want to "Open" or "Save" and no matter which button I click nothing happens. I get no error messages. I have deactivated Norton 360 both anti-virus and firewall but no fix. Norton support was no help, they wanted to remote into my computer but we could not download the required file. I have reset IE-11 to default settings several times, no fix. I have tried to delete IE-11 from my update files in my Programs and Features but I get an error message indicating that not all the files were deleted. I tried using Internet Explorer (no add-ons) still no fix. I ran the windows repair disk and nothing was in need of repair. I am running out of ideas? Note Mozilla downloads work fine.
