Stamin32.dll Could not be found - need help to resolve

One of my customers cannot open a database file. They receive an error stating

"The dynamic link library Stamin32.DLL could not be found in the specified path.

They are using Windows 7. I have XP & can see this driver.

Any advice on how they can resolve this issue so they can access their information?
