Windows Update Error Code 80070020. KB982536

I keep getting Error Code 80070020 when using Window Update trying to download Microsoft .NET Framework 3.5 SP1, Windows Vista SP2, and Windows Server 2008 SP2 Update x86 (KB982536).

 

I tried in safe mode with networking (Windows Update would not start), clean restart, &amp Microsoft FixIt Center.

I also tried turning off Windows Firewall and Microsoft Security Essentials.

Still receiving same error code.

Windows Vista Home Basic, SP2, 32 Bit

Any help is appreciated.
