Passwords through safe mode command prompt

Lets Suppose I forgot the password or the password was changed by sombody else for one of my accounts. Would I be able to change my password when I enter Safe Mode with Command Prompt by using the command: NET USER [Account Name] * ? Just need to know

for security reasons. 2 other people use this computer as well.
