Screen breaks up into green and red vertical lines on Windows loading screen

Screen breaks up into green and red vertical lines on Windows loading screen and when it gets to the logon my monitor switch to standby mode and i can't get it back on, i've tried all the safe mode options but the screen deteriorate before i manage to

reach the desktop but on safe mode the monitor doesn't goes into standby the screen just goes black and i can't do anything, it seems the HD activity is fine.

I've tried a few things which follows:

 

Reseating the RAM cards (no results)

Tried to use the recovery console both on the XP CD and on the command prompt (screen goes black before i can take any action)

Checked the cables internals and external ones (All of them were fine)

 

Computer Specs:

Dell Dimensio 4600

Video card: Nvidia Geforce 6200 (latest driver)

Processor: Pentium 4 2,4 Ghz

Monitor: Dell E551c

 

The problem has started two days ago.
