IE 10 installed and working but ActiveX control on Windows Update Catalog site not offered and no se

I tried to access the Windows Update Catalog site using IE10 (Win 7 x64) and could only get the logo and blue background - no search box. Using another computer with Win XP &amp IE8 I was immediately offered an ActiveX control and installed it after which

everything worked fine. IE10 refuses to offer me the control although the security settings allow ActiveX. Is this a bug in IE 10? If not what to do?
