Logging In to Free PC Help Forum Has Changed

Upon startup I get a blank white screen saying "connect to the internet". I can't get to my desktop

If I connect to the internet I get a screen that says FBI, etc. and wants me to pay to get a code to unlock the PC. How do I clean this virus if I can't get to desktop and Task Manager is disabled? View this thread
