In regedit how do I enable the SBSDisabled folder in the v1.0 folder under the Microsoft Folder in.N

I've tried time and time again to install the Microsoft .Net Framework 1.1 Service Pack 1, but it always fails. So then I read to go to regedit and find out if v1.0 is installed. However, from what I can tell from the SBS folder reading disabled it needs

to be enabled.
