.Net framework 4 Win 7 error 0x80070643

[AWS]

I have tried Windows MSI fix it tool, Windows installer fix it tool, .Net 4 stand alone installer, Clean boot, .Net 4 uninstaller, . Net cleanup tool, I even tried hopping on one foot. FIX THIS PLEASE.

 

 

All the errors I keep getting say I don't have permission for these files, I'm running in Administrator
