i had a new hard drive put into my e machine d620 laptop. when i turn it on, its installing windows

i had a new hard drive put into my e machine d620 laptop. when i turn it on, its installing windows updates. it gets to stage 3 of 3, shuts down, then turns on and starts the whole process again.
