cannot turn on File Discovery and File and Print Sharing

I know this has been posted before but I cannot find the right answer, I have tried every suggestion I have found. I still cannot get File Discovery and File and Print Sharing to stay on, I am using Norton firewall and I disable it still no luck. Have

checked all the services that are suppose to be running and they are have tried the suggestion to try it in safe mode still nothing have done a sfc /scannow nothing. I am using windows 7 pro 32 bit been trying to figure this out for a week. I am trying not

to have to reinstall windows.
