How do I turn on cookies? My computer will not accept live support. Windows XP

I have tried everything to get updates and it just does not happen. I need to watch a live cast on Friday and MSU needs me to have cookies in order for me to sign up. I can use a computer and can follow what to do BUT not this time. I keep getting reminded

that Microsoft does not have a answer.
