How can Remote Web Access be used without the Internet.

Hi!

Can a Windows Home Server run as a HTTP site using Remote Web Access and a dedicated wireless router without a connection to the Internet?

I have Windows Phone apps that require my WHS to run as a remote server in order to access its media files in and around my house. Let me know if you've done this before or have another way of achieving the same results.
